WHO IS THE I.R.S.?

I received a call from a Florida number from a guy with a deep foreign accent saying he was from the I.R.S. and that they were in the process of bringing lawsuit against me. So, I said: "Who is the I.R.S.?" 

I guess he didn't know the answer.  He hung up.
