CAN ANYONE FIGURE THIS OUT?

Why did Hillary launder her payments to Fusion GPS for the production of the "dossier" through Perkins-Coie and subsequently fail to include the payment as part of her financial reporting to the Federal Election Commission in violation of campaign finance law? 

Just curious.
