HERE'S A NEW GOVERNMENT GRANT YOU'LL LOVE

The Department of State is soliciting proposals for..."Bureau of Democracy, Human Rights and Labor Democracy, Human Rights, and Rule of Law in Iraq" grant.  There's nothing like spending $2 million on promoting tolerance and and reconciliation, is there?  Will I.S.I.S. apply for it?
